The only clue you receive is to search for rocks near parks. After interacting with Emit at the Willow Creek park (a good starting point), examine the rocks in the area. Look for a rock that appears to contain diamonds. Interact with it to unearth the Special Time Capsule. Note that you might need to check several rocks before finding the right one.
